Our Supported Independent Living (SIL) Service

We are partnering with Supported Independent Living providers to redefine how SIL is delivered. Our shared goal is to deliver a model that puts people at the centre, strengthens relationships, and builds hope and opportunity. Our model is focused not only on supporting our clients, but also their caregivers and families.

With SILs led by registered therapists and positive behaviour support practitioners with oversight of all support workers, we ensure maximum outcomes and continuity of care for the participants in their accommodations. It also means that support workers receive the support they need to thrive, increasing employee retention and contributing to a positive and productive workplace culture for our organisational partners.

The benefits of collaborating with Footsteps for SIL providers

In collaborating with us, we ensure employees working within SIL houses are supported and empowered to improve employee retention, provide greater continuity of care for clients and contribute to positive workplace culture and performance.

A vision presented at Parliament House

This initiative aligns with the Safe Places program, developed and presented at Parliament House. It is about going back to basics: respect, connection, and creating safe, empowering environments where people of all abilities can thrive.

Why this matters

Continuity of care is preserved and strengthened as support workers and providers embrace a shared vision. This approach is already creating meaningful change for families and care teams alike.

What makes this model different?

Why I created this service

Jay Harrison CEO of Footsteps
Jay Harrison
Chief Executive Officer & Clinical Director

“After more than 25 years in the industry, my journey has taken me from working as a frontline support worker to leading complex child safety and funded accommodation services. I have also worked as a consultant across both government and private sectors, and now serve as the Clinical Director and CEO of Footsteps.

Throughout these years, I’ve witnessed the best and the worst of what our sector has to offer. I’ve seen firsthand how systems can sometimes lose sight of the individuals they’re meant to serve—clients, families, and even the dedicated workers on the ground. However, I have also seen what becomes possible when genuine relationships, respect, and purpose drive the way we deliver care.

This service was created from a deep belief that Supported Independent Living (SIL) can and should be more than just a roof and a roster. It should be a place of stability, connection, and growth. It should be a place where people are seen beyond their labels, and where their support networks, including families, carers, and workers, are engaged with integrity and respect.

My intention in developing this model was to return to the core values that matter most: person-centred care, relationship-based practice, cultural alignment from the top down, and an unwavering focus on quality and dignity. It is time to raise the standard, not simply through additional policy, but through purposeful, human-centred leadership.

This is more than a program. It is a movement. I am proud to lead it with the same passion and vision that first brought me into this work decades ago.”
